M/s KOH & PARTNERS is headed by Dr. William Koh Hai Keong (“Dr. Koh”). Dr. Koh is an Advocate and Solicitor, Commissioner for Oaths, Notary Public of the Singapore Supreme Court, Fellow of the U.K. Chartered Institute of Arbitrators (FCIArb) and Fellow of the Singapore Institute of Arbitrators (FSIArb). Dr. Koh obtained his Doctorate (Ph.D) Degree in Law from the China Academy of Social Science, the best graduate university in China in the year 2000, Master of Law (LL.M) Degree from the London School of Economics and Political Science of the University of London, U.K. Dr. Koh is also a Barrister-at-Law of Lincoln’s Inn, U.K. Dr. Koh was also a Lecturer of Law of the Hong Kong Polytechnic University from the year 1986 to 1988 and the Singapore Institute of Management University from the year 1988 to 1995. He is effectively bilingual in the English and Chinese Languages.
许海强大律师楼是新加坡一间著名的大律师楼，专门承办国际、新加坡诉讼及仲裁案件。其他主要业务包括：商业合同、跨国投资协议、民事诉讼、遗产与信托纠纷、企业管理合并收购及上市。主理大律师是许海强博士大律师（“许大律师”）。
许大律师是新加坡少数精通中、英语的大律师，于公元1954年出生，早年留学英国，获颁英国伦敦大学法学硕士学位、英国大律师公会林肯学院大律师资格及中国社会与科学研究生院法学博士。是中国已故知识产权专家郑成思教授的学生。许大律师是新加坡最高法院出庭律师、特委监誓官、国际公证人及小额索偿仲裁庭的资深调解官，并于2011年荣获长期服务卓越奖。许大律师也是新加坡仲裁员学会和英国皇家仲裁员学会的特许仲裁员。
许大律师自1983年执业以来，承办及代理了无数国内外、不同行业及各个机构的许多仲裁和诉讼案件。
除投身于仲裁诉讼业务外，许大律师发挥其熟悉东西方文化、精通中英法律语言的专长，活跃于法学教育、法律服务推广等公共领域。例如：1986年至1988年担任香港理工大学法学教授、1988年至1995年，担任新加坡管理大学法学教授，并于1995年荣获长期服务卓越奖。2001年，许大律师接受中国台湾司法院院长翁岳生大法官邀请，赴台担任由司法院主办全省第一、二审法庭法官《法庭诘问诉讼指挥与即席裁定要领专业训练讲习会》第三、四期的专题讲座。同时期，许大律师也受邀在台北律师公会就该专题担任主讲嘉宾。
1993年至今，许大律师担任新加坡电视台、广播电台的法律专题定期访谈专题讲座；1997年至2008年同时担任新加坡《新明日报》《法律信箱》专栏主持大律师。
